Speakers Bios
Joel Yonkman
Joel Yonkman has 18 years of first responder experience. Throughout his career he has worked as a Paramedic supervisor with primary responsibility for the response and transport of the sick and injured. In addition, he has spent twelve years serving as a Tactical Medical Commander with a multi agency/multi jurisdictional Tactical Team. He completed his training in 1991 as a State of Michigan Fire Fighter and had held several position including command level positions for a number of years.
He has been involved in Law Enforcement since 1992 when he graduated for Northwestern Michigan College's police academy with an Associate's degree in Applied Science and continues to hold his position as a reserve police officer. He currently holds many instructor credentials in the fields of EMS, hazardous materials, as well as the fire service. For seven years he has been involved in educating first responders in areas including incident command, emergency medical services, hazardous materials, fire suppression, among others through his position as Emergency Services Education Director for Baker College of Cadillac. He is currently completing his graduate studies in Disaster Medicine and Management through Philadelphia University.
In 2007, he began consulting as a subject matter expert in the medical and incident command fields for Emergency Response & Global Security Solution as well as at FEMA's Center for Domestic Preparedness and Noble Training Center. In his current capacity he travels around the United States providing consulting and training services to first response organizations across the country.
Tibor Mikes
Tibor Mikes, PhD graduated from the Military Academy as an engineer of chemical engineering, completed a post-graduate study in technical sciences and continuously mastered professionalism in
numerous specialized courses. He has more than 30 years of experience in research, program management, monitoring and verification activities, training etc., on both national and international levels (Military Research Institute, UNSCOM missions, Organization for the Prohibition of Chemical Weapons).
Within this period, more than 15 years dealt specifically with highly and extremely toxic substances. He joined the SUJCHBO,v.v.i. in 2005 and has been responsible since then for study of the appropriate methods for protection against nuclear, chemical and biological substances with a view to mitigating their impact on living organisms and the environment. Contributed to the European Union Multinational Project PASR, "Innovative Measures for the Protection against CBRN Terrorism (IMPACT)". In accordance with the Institute's involvements in Integrated Rescue System of the Czech Republic, drafted and presented numerous lectures concerning the hazard assessment in case of intentional release of CBRN substances, exposure and risk assessments, about the Institute's role in rescue operations, etc.,

Chaim Rafalowski
Chaim Rafalowski holds an M.A.in Public policy and administration and is the Director of the emergency management department of the Magen David Adom. He is responsible for the preparedness for disaster and non-conventional scenarios, including protocols, equipment, training and coordination with other agencies. He is also a member of several national steering committees.
Paloma Rey Paterna
Mrs PAloma Rey is an Emergency Nurse and has been working for 18 years in SAMUR-Proteccion Civil of Madrid. She is currently doing a Master in Emergency and Critical Care Nursing.
Aaron Richman
Aaron Richman is the Co Director for the Institute of Terrorism Research and Response in Philadelphia and Israel, where he is responsible for projects that deal with emergency management and
planning, as well as consulting, exercise development, and curriculum development for emergency responders and managers. He specializes in emergency planning and training for incidents of weapons of mass destruction and suicide bombings. Richman has conducted various research projects. Among the projects, Richman addressed the role of information collection in interdictions into the terror planning phases, as well as leadership decisions during responses to terror incidents.
Mr. Richman comes from a career in military and law enforcement in the Middle East. After serving military tours in the Gaza Strip, Lebanon, and the West Bank, he was recruited to the national drug unit as an undercover officer. After serving a period of time in the unit, he was transferred to a counter terror unit designed to combat the suicide bombers who were attacking civilians inside Israel.
Mr. Richman served as patrol commander in various locations inside the City of Jerusalem. As part of his responsibility, he commanded the security forces within the Old City and Center City of Jerusalem where
he responded to a majority of the terror incidents in the city. He has also taken part in the pre-planning phases to some of the major incidents in Israel that include the Millennium, the rioting at the Dome of the Rock, the Iraq chemical threat on Israel, and counter terror programs to combat the suicide bombers.
Mr. Richman is formerly, Director of a Special Operations Training Center located in Philadelphia, PA. In this role and funded by federal grants, Richman established a statewide weapons of mass destruction
program with the mission of preparing pre hospital and hospital care personnel in the proper responses to various threats. This program included preparing healthcare facilities in hospital incident command
compliancy as well as emergency response planning and training.
Mr. Richman is a licensed paramedic and has partaken in numerous training events associated with emergency services and law enforcement, sponsored by the Department of Homeland Security as a
consultant. He has instructed paramedics, law enforcement personnel, and civilians in mass casualty incidents, suicide bombers, and weapons of mass destruction.
Mr. Richman has a Master's in Business Administration from the University of Leicester and a Bachelor's degree in Criminal Justice from Temple University, as well as various specialized counter terror training in the U.S. and Israel. Currently, Richman is a Doctoral candidate in Public Policy and Emergency Response and lectures for the master's degree programs for Philadelphia University and The American Public University.
Michael Perelman
Michael Perelman, CPP, co-director of the Institute of Terrorism Research and Response is a board certified security expert.
Mr. Perelman is a principal in Perelman Security Group, LLC., a consulting organization that assists in the assessment, avoidance, and mitigation of violence and other security threats in the work environment. Many of Perelman Security Group's clients are organizations at high risk of domestic terrorist violence.
Mr. Perelman serves as member of the South Central Pennsylvania Regional Task Force on the Protection of Business, Industry, and Critical Infrastructure. He also serves on the York County (PA) Anti-Terrorism Taskforce.
Mr. Perelman is a twenty-year veteran of the York City Police Department. He retired from police service having attained command rank and having had responsibility for the police department's Patrol Division, Traffic Safety Division, and the security of all city government facilities. As Operations Commander, he was also in charge of the Special Weapons and Tactics (SWAT) and Hostage Negotiation team.
Michael Perelman received his MS from Villanova University and his BA from Iowa Wesleyan College.
Irene van der Woude
Irene van der Woude has studied Bio Pharmaceutical Sciences at the University of Leiden from 1988 to 1992, after having completed the first year (propaedeuse) of chemistry at the University of Leiden.
After her studies, she did a Ph.D. at the University of Groningen about the use of synthetic amphiphiles as gene delivery agents. From 1998 to 2002 she worked for Molecular Probes Europe, the European head office of Molecular Probes. In this function she was responsible (sales, marketing and scientific advices) for all molecular biology products.
Since 2002 she works as a senior staff member Risk Assessment at the Safety Region Rotterdam-Rijnmond. At the same time she has a call-on function as a Health Advisor HazMat at the Safety Region Rotterdam-Rijnmond, as off 01-01-2007 for the whole province of Zuid-Holland.
